Section 1 modifies the eligibility standard for a city to receive state highway aid.  The Minnesota Constitution provides, in Article XIV, Section 8, that the municipal state-aid street fund is to be apportioned by law among municipalities with a population of 5,000 or more.  This bill provides that a city that had a population of 5,000 or more previous to the 2010 census, but fell below 5,000 in that census, is deemed to have a population of 5,000, and thus is eligible for state aid.  The section is effective July 1, 2011
