S.F. No. 187 [Dam Renovation and Removal] adds streambed renovation to the purposes to which an appropriation from the 2010 Special Session for dam renovation and renewal in DR-1941 can be put. The A-7 amendment amends the language of the bill by (1) specifying that the streambed must be publicly owned; and (2) amending the title to encompass the items added by the A-7 amendment.
Section 1 [Credits of proceeds] amends the bonding statute to allow greater flexibility in the use of premiums from bond sales. Under current law, premiums are credited to the state bond fund and are used to defray the cost of repaying bonds in the first year of debt payments. This amendment gives the commissioner an additional option to credit the bond proceeds fund and reduce the total amount of bonds sold.
Section 2 [Cancellation], when a premium is credited to the bond proceeds fund, the corresponding bond authorization to which the premium is attributable must be reduced. This section works in concert with section 1.
Section 3 [Flood Hazard Mitigation Grants] extends until December 31, 2011, the deadline for the authorization of bonds for certain flood mitigation grants that were part of the 2006 bonding bill.
Section 4 [Grass Lake] extends until December 12, 2012, the deadline for the authorization of bonds for a Grass Lake prairie wetland project that was part of the 2006 bonding bill.
Section 5 [Rail Service Improvement] extends until December 31, 2014, the deadline for the bond authorization of $700,000 for a grant to the McLeod County Railroad Authority.
Section 6 [Southeastern Minnesota Regional Public Safety Training Center] reduces by $700,000 the appropriation for the Southeastern Minnesota Regional Public Safety Training Center in Olmsted County. Makes the effective date retroactive to December 27, 2007. (See section 17.)
Section 7 [Hennepin County Medical Center] modifies the description of the project to eliminate an outpatient clinic and eliminates the requirement that the project include teaching clinics and an education center.
Section 8 [HVAC Replacement] operates in conjunction with section 14. These sections shift appropriations between portions of this project and revise the descriptions of the project on Buildings 16 and 17 at the Minneapolis Veterans Home Campus.
Section 9 [Veterans Cemeteries] revises the locations for land acquisition for new veterans cemeteries and revises the way in which federal reimbursement is managed.
Section 10 [Alpha Building Demolition] and section 11 [Storage and Maintenance Building] are revisions to appropriations for the Perpich Center for the Arts. This shifts money from the demolition portion of the project to construction and expands the purposes for the new building to include maintenance.
Section 12 [St. Mathias Trail Paving – Fort Ripley] changes the entity receiving the grant for a trail in St. Mathias Park from the city of Fort Ripley to the township of St. Mathias.
Section 13 [State Emergency Operations Center] revises an appropriation for a State Emergency Operations Center in Arden Hills to allow the acquisition of land and easements.
Section 14 [Minneapolis Veterans Home] works in concert with section 8.
Section 15 [Planning New Veterans Cemeteries] adds a provision to give priority to the county of Fillmore for the veterans cemetery to be located in southeastern Minnesota.
Section 17 [2008 Authorization Reduced] reduces the affiliated bond authorization.
