Section 1 eliminates the requirement that a disability certificate displayed on the vehicle’s dashboard must be located on the driver’s side. 

            Current law on disability parking requires the certificate to be hung from the rearview mirror of the vehicle.  If there is no rearview mirror or the certificate holder’s disability prevents him or her from hanging the certificate on the mirror, the certificate is to be displayed on the dashboard.

Section 2 limits a current exemption from conviction for violation of disability parking provisions.  Current law states that a person charged with a violation must not be convicted if the person produces the required certificate, permit or plates and demonstrates entitlement to same at the time of the violation.  This section limits this exemption so that the certificate or permit cannot have been expired for more than 90 days.  The holder must surrender the expired permit, and the certificate or permit that is offered as proof to the court must be owned by the same person that owned the expired certificate or permit.
