S.F. No. 1079 allows tobacco licensing authorities to take an alternative, authorized enforcement action, instead of license suspension under state law or local ordinance, if the authority determines that that the sale to a minor or other statutory violation was caused by a sincere mistake made by an employee of the licensee.  Before making a determination to take an alternative enforcement action, the authority must consider whether the licensee has a company policy which prohibits tobacco sales to minors, provides relevant employee training, and conducts unannounced compliance checks on employees.
