Senate File No. 837 modifies the state and county computer systems section of law, by adding a subdivision requiring the commissioner to partner with several other interested entities to simplify and streamline human services eligibility and enrollment processes.  
Paragraph (b) requires the commissioner to develop a service-oriented business architecture for a fully automated medical, cash support, food support, and child care eligibility and enrollment process that aligns with and supports the business processes and technology tools of any developed health insurance exchange. The agency’s plan and program for creating the service delivery framework must include counties, the Office of Enterprise Technology, and others.   
Paragraph (c) requires the commissioner’s chief information officer or chief architect to  ensure agency compliance with the implementation of this subdivision, and shall report to the legislature, along with at least county representative, on the implementation progress every six months, beginning January 15, 2012.
Paragraph (d) requires the chief officer or chief architect to work with the Minnesota Association of County Social Service Administrators and the Office of Enterprise Technology to develop task forces to support the implementation of the provisions of this subdivision. This paragraph lists seven mandated projects related to the eligibility and enrollment service delivery framework. Each mandate has an effective date.
Paragraph (e) requires the commissioner to seek federal financial participation to fund the development of the automated eligibility system.
Paragraph (f) requires the commissioner to make recommendations to simplify the current Minnesota health care programs into one program, and report to the legislature by January 15, 2012.
