S.F. No. 931 allows the city of Melrose to increase the size of the city's public utilities commission from three to a maximum of seven.  City ordinance may provide the terms of members, that terms must be staggered, that residency within the city is not a qualification for serving, and that one or more members of the city council may serve on the commission.

This section is effective the day after local approval.
