Section 1 modifies the requirements for providing notice of guaranty fund protection for covered property and casualty insurance policies, allowing the notice to be given or obtained in the same medium as the application for insurance. 

Section 2 eliminates the requirement that an appraiser under a fire insurance policy be a resident of Minnesota. 

Sections 3 and 4 modify requirements for an authorization used by an insurer to disclose or collect personal information, eliminating the requirement that it be signed in order to facilitate online transactions.
