Section 1 allows notice of policyholder rights for guaranty association coverage in the case of insurer insolvency to be given with delivery of a covered property and casualty insurance policy if the policy was sold over the telephone.

Section 2 allows the auto insurance identification to be provided in an electronic format if the insured agrees.

Section 3 reformats a section that grants access to a traffic accident report.  Access to the report is expanded to include legal counsel or an insurance representative of anyone involved in the accident.
