Section 1 allows MnDOT to record with the county a survey of an existing highway centerline before the highway is moved or removed.

Section 2 removes the statutory requirement that when a county or city receives money from the state park road account in the county state-aid highway fund, that amount must reduce the county's or city's money needs.

Section 3 removes the statutory requirement that when a county receives a variance from rules or engineering standards, the variance must be reflected in estimated construction costs in determining the county's money needs.

Section 4 strikes obsolete language that allowed certain cities with population under 5,000 to receive a portion of their 1981 apportionments from the municipal state-aid street fund in 1982 and 1983.

Section 5 increases from 1.5 percent to two percent the amount set aside from the municipal state-aid street fund for administrative costs.

Section 6 removes the statutory requirement that when a city receives a variance from rules or engineering standards, the variance must be reflected in estimated construction costs in determining the city's money needs.

Section 7 defines expressway, by reference, in the signs and billboards chapter of statutes as a divided highway with partial control of access.

Section 8 defines freeway, by reference, in the signs and billboards chapter of statutes as a divided highway with full control of access.

Section 9 clarifies the existing prohibition against advertising devices within 500 feet of an interstate highway interchange outside incorporated cities, to include grade-separated interchanges on freeways and expressways outside incorporated cities.

Section 10 adds state rail bank property to the authority of the Commissioner of Transportation to review plats covering certain highway land.
