Section 1. [Fiscal Note Contents] requires fiscal notes to include information related to job creation and the availability of federal funds related to the bid.

Section 2. [State Agency Receipts] increases the amount of agency receipts that may be accumulated from $250 to $1000 before daily deposit is required.

This section is from S.F. 2858 (Robling) as it passed the state government budget division.

Section 3. [Disposal of Old Buildings] adds a $50,000 threshold to existing law before approval of the chairs of the Senate Finance Committee and the House Ways and Means Committee is required for the disposal of a state-owned building that is no longer used or deemed a fire or safety hazard. Also clarifies where money from the disposal of the building must be deposited, with the highest priority given to depositing the funds in the account used for the acquisition of the building.

This section is taken from S.F. 3096 (Robling) and from the amendment incorporating that bill into S.F. 3318 (Dibble) as passed by the state government budget division.

Sections 4, 5, and 10 [Public Access to State Government Electronic Data] require the state chief information officer to develop and implement a policy to enhance public access to electronic data maintained by state government, consistent with the requirements of the Data Privacy statutes.

Section 6. [Combined Charities] specify the disposition of fees charged by the department of management and budget to organizations participating in the state employee combined charities campaign. The fees are appropriated for costs associated with the administration of the campaign.

Section 7. [Workers' Compensation Reinsurance Association] clarifies that the commissioner of administration is responsible for administering the state's obligations in the workers' compensation reinsurance association.

Section 8. [Declaration of Trust Filing Fee] eliminates the $50 fee for declaration of trust filings with the secretary of state.

This section is taken from S.F. 2471 (Olseen) as it passed the state government budget division.

Section 9. [Fee for Agent for Service of Process for Nonresidents.] changes the fee for designation of an agent to receive service of process for a nonresident to require a flat $50 fee for the filing, rather than current 15 cents per folio (100 words).

Sections 11 to 13. [Help American Vote Act Local Grants.] Section 11 authorizes grants from the Help America Vote Act account to counties to defray operating costs of assistance voting equipment and vote-counting equipment.

Section 11 authorizes the secretary of state to make grants from the Help America Vote Act account to replace certain precinct-based optical scan vote counters.

Section 13 repeals a session law authorizing grants to counties to purchase optical scan voting equipment.
