The proposed legislation would authorize Hennepin County to use forward pricing mechanisms to
eliminate budget risks. The bill provides conditions under which the forward pricing transactions
may be made, requires the Hennepin County Board to have written policies and procedures
governing the use of the forward pricing mechanisms, and before exercising the forward pricing
mechanism, the board must establish an oversight process that provides for a review of it, including
internal or external audit reviews, quarterly reports, and internal management control.
