This bill makes changes to the Manufactured Home Building Code with respect to the sale, installation, and reinstallation of manufactured homes.

Section 1, subdivision 17 (Installation) modifies the definition of "installation" to include installation and reinstallation of a manufactured home.

Section 2, subdivision 21 (Used manufactured home) defines "used manufactured home."

Section 3, subdivision 22 (Seller) defines "seller."

Section 4, subdivision 1 (Requirement; New manufactured homes) prohibits the manufacture or sale of a new manufactured home in Minnesota unless it complies with the Manufactured Home Building Code and bears a label as required by the U.S. Department of Housing and Urban Development or its successor agency.

Section 5, subdivision 1a (Requirement; Used manufactured homes) prohibits the sale or installation of a used manufactured home, manufactured after June 14, 1976, unless it complies with the Notice of Compliance provided in this subdivision. Requires manufactured homes manufactured after June 14, 1976, to bear a label as required by the U.S. Department of Housing and Urban Development or its successor agency.

Section 6, subdivision 1b (Alternative design plan) provides permitting specifications for an alternative frost-free design slab.

Section 7, subdivision 1c (Manufacturer's installation instructions; New home) requires all new single-section and multi-section manufactured homes to be installed in compliance with the manufacturer's installation instructions or the Minnesota State Building Code.

Section 8, subdivision 1d (Manufacturer's installation instructions; Used multi-section homes) requires all used multi-section manufactured homes to be installed in compliance with the manufacturer's installation instructions, approved addenda, or the Minnesota State Building Code.

Section 9, subdivision 1e (Reinstallation requirements for single-section used manufactured homes) provides requirements for single-section used manufactured homes that are reinstalled. Provides that single-section used manufactured homes that are reinstalled 24 months after the initial installation are not required to have a frost-protected foundation as specified. Describes seal, certificate of installation, fee, and disclosure requirements.

Section 10, subdivision 1f (Notice requirement) provides the disclosure notice that a seller of a single-section used manufactured home being reinstalled under Section 9 is required to provide to the purchaser on or before signing a purchase agreement and prior to submitting an application for an installation certificate. The disclosure informs the purchaser about warranty, mortgage insurance, and frost concerns.

Section 11 [Repealer] repeals Minnesota Statutes 2008, sections 327.32, subdivision 4 (Code Compliance: Exception), and 327C.07, subdivisions 3, 3a, and 8 (In Park Sales: Application information; Safety feature disclosure form; Compliance with home safety features).
