[Effective Date.] makes this section effective July 1, 2009.
Section 2. Reserve account limit. Reduces the percentage from 25 to 20 percent, the average balance maintained in a district's early childhood family education reserve account. Eliminates obsolete language.
[Effective Date.] makes this section effective for revenue for fiscal year 2010.
Section 3. Reserve account limit. Reduces the percentage from 25 to 20 percent, the average balance maintained in a district's school readiness reserve account. Eliminates obsolete language.
[Effective Date.] makes this section effective for revenue for fiscal year 2010.
Section 4. Reserve account limit. Reduces the percentage from 25 to 20 percent, the average balance maintained in a district's community education reserve account and unreserved/undesignated community service fund account. Eliminates obsolete language.
[Effective Date.] makes this section effective for revenue for fiscal year 2010.
Section 5. Limitation. Allows a regional library basic system support grant to be made to a regional public library system for a participating city or county which decreases the amount provided for support below the amount provided by it in the second preceding year, and requires that the grant be reduced proportionately to how the participating city or county decreased its participation below that in the second preceding year.
Section 6. Deadline and Penalty Waived. Waives, for the 2010-2011 biennium, the deadline by which a public employer and the exclusive representation of the teachers must both sign a collective bargaining agreement. Waives, for the 2010-2011 biennium, the reduction in state aid as a result of not meeting the deadline.
[Effective Date.] makes this section effective July 1, 2009.
Section 7. Learning and Development Revenue; Temporary Suspension. Suspends, for fiscal years 2010 and 2011, the requirement that a district use learning and development revenue to reduce and maintain class size in kindergarten through grade three and instead allows a district to use that revenue for general and special school purposes.
[Effective Date.] makes this section effective July 1. 2009.
Section 8. Safe Schools Levy; Temporary Suspension. Suspends, for fiscal years 2010 and 2011, the requirement that a district use money received from a safe schools levy for the purposes listed in that section and instead allows a district to use that money for general and special school purposes.
[Effective Date.] makes this section effective July 1, 2009.
Section 9. Capital Account Fund Transfer. Allows a district to transfer up to $102 times the district's adjusted marginal cost pupil units for fiscal year 2008 from its reserved for operating capital account to its undesignated balance in the general fund. Requires that the transfer occur on June 30, 2009 and only after the school board has adopted a written resolution stating the amount and that the district's operating capital needs are met.
[Effective Date.] makes this section effective the day following final enactment.
Section 10. Repealer. Repeals, on July 1, 2009, Minnesota Statutes 2008 section 123B.05, subdivision 2 (Area Learning Center Organization).
