Section 1 defines an "electronic advertising device" as a billboard, sign, or display that can digitally display advertising content (whether by text, images, animation, including graphics and video), with programmable content that can be changed electronically. This section is effective the day following final enactment.

Section 2 imposes a three-year moratorium on electronic advertising devices, with exceptions and provisions for local authority.

Subdivision 1 defines terms.

Subdivision 2 establishes a ban until June 30, 2013, on erection of new electronic advertising devices, or conversion of existing billboards when the devices are visible to a motorist from a street or highway.

Subdivision 3 exempts from the ban advertising devices relating to a business located on the same property as the advertising device, authorized traffic-control devices, official signs and notices, and state lottery advertisements.

This section is effective the day following final enactment.
