Section 1, subdivision 1 establishes an advisory task force to study and make recommendations on best management practices and options for reducing service delivery costs related to fire protection and first responder services. Issues to be addressed include the following:

Subdivision 2 provides that the task force is comprised of the following members:

Appointments must be made no later than 45 days after the day following final enactment. Appointing authorities shall consider geographic balance in making the appointments. Members shall serve without compensation.

Subdivision 3 requires the senator appointed from the majority party to convene the first meeting of the task force no later than August 1, 2009. A chair shall be elected at the first meeting. The chair shall schedule all subsequent meetings.

Subdivision 4 requires the task force to report to the Legislature by February 1, 2010.

The bill is effective the following final enactment and expires February 15, 2010, or the day following submission of the report to the Legislature, whichever is later.
