Section 1, subdivision 1 establishes an advisory task force to study and make recommendations on best management practices and options for reducing service delivery costs related to fire protection and first responder services. Issues to be addressed include the following:

identification of required and desired fire protection and first responder service levels in different types of communities across the state;
identification of current cost factors for providing such services;

identification of options for reducing costs;
establishment of equitable cost-sharing formulas; and
effective and efficient use of special service districts.

Subdivision 2 provides that the task force is comprised of the following members:

two members of the Senate, one from the majority party and one from the minority party;
two members of the House of Representatives, one from the majority party and one from the minority party;

three representatives of city interests, at least one from a city with a population under 5,000, another from a city with a population under 1,000, and at least one who is an elected city official;
three representatives of town interest, at least one of whom must be a town supervisor;
two members of the Minnesota State Fire Chiefs' Association; and

two members of the Minnesota Ambulance Association.

Appointments must be made no later than 45 days after the day following final enactment. Appointing authorities shall consider geographic balance in making the appointments. Members shall serve without compensation.

Subdivision 3 requires the senator appointed from the majority party to convene the first meeting of the task force no later than August 1, 2009. A chair shall be elected at the first meeting. The chair shall schedule all subsequent meetings.

Subdivision 4 requires the task force to report to the Legislature by February 1, 2010.

The bill is effective the following final enactment and expires February 15, 2010, or the day following submission of the report to the Legislature, whichever is later.
