Section 2 requires criminal justice agencies submitting reports to the Legislature to submit an electronic rather than a printed report. Electronic reports must also be submitted to the Legislative Reference Library, the State Library, and the Minnesota Historical Society. In addition, the agency must submit one printed copy to the Legislative Reference Library.

Section 3 requires the Commissioner of Corrections to report to the Legislature by January 15 of each year on the implementation and effects of the felony DWI offense. The report must include the following information on felony level DWI offenders committed to the commissioner:

• the number of persons committed;
• the county of conviction;
• the offenders' ages and gender;
• the offenders' prior impaired driving histories and prior criminal histories;
• the number of offenders given an executed prison sentence and the length of the sentence;
• the number of offenders given an executed sentence upon revocation of probation and the length of the sentence;
• the number of offenders who successfully complete treatment in prison;
• the number of offenders placed on intensive supervision upon release;
• the number of offenders placed in the Challenge Incarceration Program;
• the number of offenders who violated their release conditions;
• per diem costs, including treatment costs, for offenders incarcerated; and
• any other information deems relevant to estimating future cost.

Section 4 requires the Sentencing Guidelines Commission and the Departments of Public Safety and Corrections to review their reports for possible consolidation to reduce the burden of their reporting requirements.

Section 5 repeals the following sections in Minnesota Statutes:

• 260B.199, subdivision 2, requiring the Sentencing Guidelines to annually report to the Legislature on juvenile out-of-state placements; and

• 260B.201, subdivision 3, requiring a similar report on juveniles placed out-of-state, 260B.199.
