This bill authorizes the Adjutant General to establish a fund for donations or gifts from public or private sources for the purpose of maintaining morale, welfare, and recreation facilities at property owned or otherwise controlled by the Minnesota National Guard.

The bill contains a clause that prohibits the use of any general fund money for these purposes, unless it is deposited in the fund.

The bill has been referred to the State and Local Government Operations Oversight Committee because section 1, subdivision 1, paragraph (b), authorizes the Adjutant General to create a board to manage the fund and section 1, subdivision 5, authorizes the Adjutant General to adopt rules to manage and operate the fund created by this bill.

The bill does not contain an appropriation from the fund created by the bill. Any appropriation made from this fund must be made elsewhere in law before any of the donations or gifts made to the fund may be used by the Adjutant General.
