Section 1 modifies the Department of Human Services Licensing Act, to allow a county agency to charge a fee to an adult foster care or child foster care license holder to recover the actual cost of background studies, and to allow the county to charge a fee for licensing inspections not to exceed $500 annually. Counties may elect to reduce or waive fees under certain circumstances.

Section 2 allows a county to certify an adult foster care license holder to provide foster care services to an individual with a developmental disability, who is related to the provider, if the conditions listed in this section are met.

Section 3 requires the Commissioner of Human Services to seek a federal amendment to the state waiver to allow the Medicaid reimbursement under section 2.

Section 4 is the effective date.
