Section 1, subdivision 1 establishes the family, friend, and neighbor (FFN) grant program. The program is to promote literacy, healthy development, and school readiness, and foster community partnerships to promote school readiness. Grant funds may be available to community-based organizations, nonprofit organizations, and Indian tribes working with FFN caregivers, and community-based partnerships to implement early literacy programs. This section specifies the program components, which provides support, training, and information to FFN caregivers, and also allows grants for partnerships with libraries, organizations, and Indian tribes to implement early literacy programs in low-income communities.

The commissioner, in consultation with early care and childhood education experts at the University of Minnesota, must evaluate the impact of the grants on children's school readiness, and submit a written report by February 15, 2010.

Section 2 provides the appropriation for section 1.
