The proposed bill would add a provision to the St. Louis County chapter in Minnesota Statutes and
authorize the county civil service director to conduct employment related pilot projects which are
otherwise exempt from the St. Louis County civil service law, if the projects are approved in advance
by the St. Louis County Joint Labor Management Committee for civil service reform. It provides
for membership of the committee to include a representative from each bargaining unit and an equal
number of management representatives. A bargaining unit may approve a pilot project but decline
to participate in it or may opt out of a project at a later date. The pilot project authority would expire
on June 30, 2011.
