Section 1 amends the government data practices act to make budget proposals, including preliminary drafts from the executive branch, available to the legislature even before the Governor's budget is presented to the Legislature.

Section 2 requires that the format for submitting the budget to the Legislature show expenditures in writing with information that supports the estimated expenditures and requires that expenditures be classified by individual agency departments.

Section 3 requires that state agency budget requests be filed with the Commissioner of Finance and the Finance Committees of the Legislature no later than October 1 preceding the convening of the legislature. It requires that the requests include a full explanation of any increased appropriations for the expansion of services and the addition of new activities; a statement of the work accomplished during the preceding biennium and the work proposed to be done for the next biennium; a list of all employees, their titles, and their salaries; and a comprehensive and integrated statement of agency missions and outcome and performance measures. It requires the Commissioner of Finance to prepare estimates for all departments that fail to file requests. It strikes a provision of current law that says the commissioner is not required to transmit information that identifies executive branch budget decision items.

Section 4 requires the detailed budget estimates submitted to the legislature to include the agency request in addition to the Governor's recommendation. It requires that any appropriation change requested by an agency be submitted in writing and include information that supports the requested change.
