Minnesota law currently authorizes counties, cities and townships to formulate and adopt a
policy by which, at the discretion of the local governmental unit, special assessments may be
deferred on the homestead property owned by a person who is 65 or older or who is permanently and
totally physically disabled and for whom it would be a hardship to make the payments. This bill
would add National Guard members or reservists who have been ordered into federal active military
service to this hardship assessment deferral statute. This deferment of the special assessment only
means that the special assessment is postponed but not forgiven, and would have to be paid at some
future date.
