Section 1, Subdivision 1, defines terms. "Life-cycle cost" is initial pavement cost and costs of maintenance, repair, and resurfacing. "Life-cycle cost analysis" compares life-cycle costs of competing pavement materials using equal design lives.

Subdivision 2 requires the Commissioner of Transportation, for each project involving paving costs in excess of $100,000, to perform a life-cycle cost analysis and design and award the project utilizing the paving material with the lowest life-cycle cost.
