S.F. No. 1326 - Approval of Four Intermediate Care Facilities in Hennepin County (The Delete-Everything Amendment)

S.F. No. 1326 authorizes the construction of four new intermediate care facilities for persons with developmental disabilities in Hennepin County to replace an existing 32-bed facility in Brooklyn Park. It establishes interim payment rate for the new facilities and for the existing facility and appropriates money for these costs.

Section 1 (252.295) authorizes the new facilities.

Subdivisions 1 to 3 make technical changes to existing law.

Subdivision 4, paragraph (a) allows licensure of the new facilities, notwithstanding the process established in Minnesota Statutes, section 252.294, to evaluate, rank, and fund proposals to downsize or close intermediate care facilities.

Paragraph (b) describes the types of residents who must be served at the four new facilities and establishes the facility payment rates. It also establishes a payment rate for the existing facility effective from April 1 to December 31, 2009.

Paragraph (c) makes the payment rates for the new facilities effective until state rate-setting adjustments occur in 2010 or until October 1, 2010, whichever is earlier.

Section 2 is a blank appropriation for the costs of section 1.
