Section 1 requires the Commissioner of Transportation to utilize all federal funds available for highway construction training, including skill improvement, and to report by February 1 of each odd-numbered year to the legislative transportation committees concerning compliance.

The report must describe the highway construction training and skill improvement program conducted by the commissioner, analyze results, and disclose amount of available federal funds as well as the amount spent by the commissioner.

Section 2 requires the commissioner to include in contracts involving federal funds, a penalty for contractors who do not meet project disadvantaged business enterprise (DBE) goals or show good faith effort to comply, and to report by February 1 of each odd-numbered year to the legislative transportation committees concerning compliance.
