Section 1 adds to the Metropolitan Council's existing authority to issue debt an amount up to $33,600,000 for capital expenditures for transit.

Section 2 applies this act to the seven-county metropolitan area.

Section 3 gives effect to sections 1 and 2 the day following final enactment.
