Section 1 amends the statute on advertisement for bids on trunk highway construction or maintenance work. It removes the requirement that the Commissioner of Transportation must publish bid advertisements in a newspaper or other general circulation periodical, and requires publication of advertisements on the Internet.

Section 2 allows the commissioner to require that all trunk highway contract bids be submitted electronically, removing the previous $5 million bid threshold for this provision.

This section also removes the requirement that the commissioner open and read bids in public, provided that the commissioner publishes legally specified public bid data on a state Web site immediately after the bid deadline.

Bids for federal-aid highway projects must be conducted in accordance with the Code of Federal Regulations.

Section 3 removes an additional requirement to publish bid advertisements in a newspaper or other general circulation periodical, in the subdivision on repair and restoration of trunk highways damaged by spring breakup.
