The bill appropriates $150,000 from the renewable energy development account to the Department of Commerce to be disbursed as grants over a three-year period to Minnesota resident-owners of wind energy conversion facilities of one megawatt or less of nameplate capacity to finance soy-diesel fueled generators to provide back-up power. The bill defines soy-diesel as a renewable, biodegradable, mono alkyl ester combustible liquid fuel derived from agricultural plant oils meeting ASTM specifications.
