The bill adds and deletes language to tighten the restrictions on unsolicited telephone solicitations provided in MN Statute 325E.311, Subd. 6. The bill adds language specifying that a telephone call for the purpose of "establishing a business relationship" constitutes a telephone solicitation. The bill deletes language which exempted calls from persons or entities with whom a residential subscriber had a prior business relationship from the definition of telephone solicitation, and adds language which limits calls from those with whom a subscriber has a current business to only those not made through the use of computer-assisted dialing.

The bill also deletes an ambiguous paragraph exempting calls in which the caller does not intend to complete a sales presentation during the call from the definition of telephone solicitation.
