S.F. No. 216 establishes an emeritus registration for retired licensed or formerly licensed psychologists or psychological practitioners.

Section 1 [148.9105] establishes the registration.

Subdivision 1 permits retired providers who are licensed or formerly licensed to practice psychology to apply to the Board of Psychology for psychologist emeritus registration or psychological practitioner emeritus registration so long as they declare that they are retired; that they have not been the subject of disciplinary action in any jurisdiction; and that there are no unresolved complaints against them in any jurisdiction. The retired providers must complete an application and pay a onetime, nonrefundable fee of $150.

Subdivision 2 states that an emeritus registration is not a license to provide psychological services and states that the registrant may not engage in the practice of psychology.

Subdivision 3 states that if an emeritus registrant requests a change of status to active licensure, the provider must meet the requirements of relicensure following termination. Master's level emeritus registrants who request doctoral level licensure must comply with current licensure requirements.

Subdivision 4 states that upon being granted emeritus registration the provider will receive a document certifying that emeritus status has been granted.

Subdivision 5 states that emeritus registrants may represent themselves using a title incorporating the words "psychology," "psychological," "psychological practitioner," "psychologist," "psychologist emeritus," or " psychological practitioner emeritus," or may represent themselves as having expert qualifications in the area of psychology but may not represent themselves or allow themselves to be represented to the public as "licensed" or otherwise as current licensees.

Subdivision 6 states that continuing education requirements do not apply to emeritus registrants.

Subdivision 7 states that an emeritus registrant is not subject to license renewal or special fees.
