The proposed legislation would create the lakes area economic development authority in and around the city of Alexandria to include Alexandria, Garfield, and the townships of Alexandria or La Grand. Virtually identical legislation was passed in the 2002 legislative session, but that bill included the township of Carlos and not the city of Garfield. Since the 2002 legislation required local approval of all of the local governmental units in that bill and the township of Carlos did not approve the bill, an entirely new bill must be enacted. With the exception of the substitution of the city of Garfield and the removal of the township of Carlos, this legislation is identical to the 2002 bill.
