City of St. Paul

The proposed special legislation for the city of St. Paul would grant St. Paul an exception from a provision enacted in 1999 that prohibited amortization as a means of removing nonconforming uses. Amortization is a process used in zoning law by which a zoning authority requires a nonconforming use to close down after a period of years, the time of which is deemed to be sufficient to allow the property owner to recoup its investment in the nonconforming use. Amortization was prohibited in Minnesota in the 1999 legislation, except for the amortization of adult entertainment businesses, and this special legislation would grant the city of St. Paul an exception from that provision for the sole purpose of eliminating nonconforming billboards.
