Section 1 authorizes the Commissioner of Public Safety to reimburse municipal volunteer fire departments for extinguishing motor vehicle fires within the right-of-way of a trunk highway or interstate to the extent the expenses are not reimbursed by insurance up to $300 per fire. The reimbursement would come from the motor vehicle fire revolving account in the general fund, which is also created by this section. The Commissioner of Public Safety would be required to deposit money received by the Commissioner as a reimbursement from persons responsible for motor vehicle fires within highway or interstate rights-of-way into the account.

Section 2 authorizes a town to collect unpaid service charges for delinquent emergency services from persons who are not property owners in the town as is currently required by law.

Section 3 authorizes a town to certify to the county auditor of a county in which a recipient of emergency town services owns real property even though the property is not in the town providing the service.
