Senate File No. 61 amends Minnesota Statutes, section 14.131, which sets out requirements for the statement of need and reasonableness (SONAR) that agencies must prepare and publish before adopting an administrative rule.

Section 1 adds specific requirements to the current provision providing that a SONAR must list the probable costs of complying with the proposed rule. The new language requires the agency to include the portion of total costs that will be borne by identifiable categories of affected parties, such as classes of governmental units, businesses, or individuals.

Section 2 makes section 1 effective July 1, 2003, and applies it to rulemaking proceedings beginning after June 30, 2003.
