The proposed legislation for Kandiyohi county and the city of Willmar would authorize the county and the city to enter into a joint powers agreement to jointly or cooperatively exercise the powers of an economic development authority. Under this bill, Kandiyohi county would be deemed a city for the purposes of the EDA law, thereby enabling the Kandiyohi county board to act as the authority for the county in this joint powers agreement.

Section 2 provides that the joint powers entity would be deemed a political subdivision of the state and special taxing district with the power to adopt and certify a property tax levy to the county auditor as a single entity, and thus exempt from the city and county levy limits.
