Subdivision 2 requires the Commissioner of Public Safety to make grants to up to six law enforcement agencies (two urban, two suburban, and two rural) for enhanced community policing projects.
Subdivision 3 provides that the eligible law enforcement agencies must be located in areas of high crime rates and:
(1) provide a plan for how the agency will use the grant to promote education and awareness in the community about law enforcement's activities;
(2) agree to use a portion of the grant to hire additional peace officers;
(3) agree to assign designated peace officers for at least one year to work exclusively in the area where enhanced community policing will take place;
(4) provide a plan for holding monthly community meetings, including community members and the law enforcement, prosecutorial and judicial authorities with jurisdiction in the area; and
(5) agree to implement a system in which the designated peace officers will respond to as many emergency 911 calls in their area as possible.
Also provides that agencies receiving COPs grants under Minnesota Statutes, section 299A.62, are eligible to apply for grants under this section.
Subdivision 4 requires grantees to submit a written report by September 30, 2004, to the Commissioner of Public Safety describing how the grant was used and evaluating the effectiveness of the program. Requires the commissioner to submit a summary report to the Legislature on the distribution of the grants, their use and effectiveness, by December 15, 2004.
Section 2 is a blank appropriation from the general fund to the Commissioner of Public Safety for the purposes of the bill, and is available until expended.
The bill is effective July 1, 2003.
