relating to BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.1ARTICLE 6
1.2FACILITIES AND TECHNOLOGY

1.3    Section 1. Minnesota Statutes 2012, section 123B.54, is amended to read:
1.4123B.54 DEBT SERVICE APPROPRIATION.
1.5    (a) $21,727,000 $.....,000 in fiscal year 2014 and $24,201,000 $.....,000 in fiscal year
1.62015 and later are appropriated from the general fund to the commissioner of education
1.7for payment of debt service equalization aid under section 123B.53.
1.8    (b) The appropriations in paragraph (a) must be reduced by the amount of any
1.9money specifically appropriated for the same purpose in any year from any state fund.

1.10    Sec. 2. Minnesota Statutes 2012, section 123B.57, subdivision 4, is amended to read:
1.11    Subd. 4. Health and safety levy. To receive health and safety revenue, a district
1.12may levy an amount equal to the district's health and safety revenue as defined in
1.13subdivision 3 multiplied by the lesser of one, or the ratio of the quotient derived by
1.14dividing the adjusted net tax capacity of the district for the year preceding the year the
1.15levy is certified by the adjusted marginal cost pupil units in the district for the school year
1.16to which the levy is attributable, to $2,796 $3,165.
1.17EFFECTIVE DATE.This section is effective for revenue for fiscal year 2015
1.18and later.

1.19    Sec. 3. Minnesota Statutes 2012, section 123B.591, subdivision 2, is amended to read:
1.20    Subd. 2. Deferred maintenance revenue. The deferred maintenance revenue for
1.21an eligible school district equals the product of $60 $66 times the adjusted marginal cost
1.22 pupil units for the school year times the lesser of one or the ratio of the district's average
1.23age of building space to 35 years.
1.24EFFECTIVE DATE.This section is effective for revenue for fiscal year 2015
1.25and later.

1.26    Sec. 4. Minnesota Statutes 2012, section 123B.591, subdivision 3, is amended to read:
1.27    Subd. 3. Deferred maintenance levy. To obtain deferred maintenance revenue for
1.28fiscal year 2008 and later, a district may levy an amount not more than the product of its
1.29deferred maintenance revenue for the fiscal year times the lesser of one or the ratio of its
1.30adjusted net tax capacity per adjusted marginal cost pupil unit to $5,621 $6,362.
2.1EFFECTIVE DATE.This section is effective for revenue for fiscal year 2015
2.2and later.

2.3    Sec. 5. Minnesota Statutes 2012, section 125B.26, subdivision 4, is amended to read:
2.4    Subd. 4. District aid. For fiscal year 2006 and later, a district, charter school,
2.5or intermediate school district's Internet access equity aid equals the district, charter
2.6school, or intermediate school district's approved cost for the previous fiscal year
2.7according to subdivision 1 exceeding $15 $16 times the district's adjusted marginal
2.8cost pupil units for the previous fiscal year or no reduction if the district is part of an
2.9organized telecommunications access cluster. Equity aid must be distributed to the
2.10telecommunications access cluster for districts, charter schools, or intermediate school
2.11districts that are members of the cluster or to individual districts, charter schools, or
2.12intermediate school districts not part of a telecommunications access cluster.
2.13EFFECTIVE DATE.This section is effective for revenue for fiscal year 2015
2.14and later.

2.15    Sec. 6. APPROPRIATIONS.
2.16    Subdivision 1. Department of Education. The sums indicated in this section are
2.17appropriated from the general fund to the Department of Education for the fiscal years
2.18designated.
2.19    Subd. 2. Health and safety revenue. For health and safety aid according to
2.20Minnesota Statutes, section 123B.57, subdivision 5:
