Subd. 23.Debt Service
10.18(a) Except as provided in paragraph (b), the
10.19board shall pay the debt service on one-third
10.20of the principal amount of state bonds sold to
10.21finance projects authorized by this section.
10.22After each sale of general obligation bonds,
10.23the commissioner of management and budget
10.24shall notify the board of the amounts assessed
10.25for each year for the life of the bonds.
10.26(b) The board need not pay debt service
10.27on bonds sold to finance higher education
10.28asset preservation and replacement. Where a
10.29nonstate match is required, the debt service is
10.30due on a principal amount equal to one-third
10.31of the total project cost, less the match
10.32committed before the bonds are sold. For
10.33the workforce center colocation project
10.34at Rochester Community and Technical
10.35College, the board shall pay the debt service
11.1on $1,079,000 of the principal amount of
11.2state bonds sold to finance the project; the
11.3commissioner of employment and economic
11.4development shall pay the debt service on
11.5$5,262,000 of the principal amount of state
11.6bonds sold to finance the project, in the
11.7manner provided in Minnesota Statutes,
11.8section 16A.643.
11.9(c) The commissioner of management and
11.10budget shall reduce the board's assessment
11.11each year by one-third of the net income
11.12from investment of general obligation bond
11.13proceeds in proportion to the amount of
11.14principal and interest otherwise required to
11.15be paid by the board. The board shall pay its
11.16resulting net assessment to the commissioner
11.17of management and budget by December
11.181 each year. If the board fails to make
11.19a payment when due, the commissioner
11.20of management and budget shall reduce
11.21allotments for appropriations from the
11.22general fund otherwise available to the board
11.23and apply the amount of the reduction to
11.24cover the missed debt service payment. The
11.25commissioner of management and budget
11.26shall credit the payments received from the
11.27board to the bond debt service account in
11.28the state bond fund each December 1 before
11.29money is transferred from the general fund
11.30under Minnesota Statutes, section 16A.641,
11.31subdivision 10.

Sec. 26. BOND SALE SCHEDULE
59.26    The commissioner of management and budget shall schedule the sale of state
59.27general obligation bonds so that, during the biennium ending June 30, 2012, no more
59.28than $957,003,000 will need to be transferred from the general fund to the state bond
59.29fund to pay principal and interest due and to become due on outstanding state general
59.30obligation bonds. During the biennium, before each sale of state general obligation bonds,
59.31the commissioner of management and budget shall calculate the amount of debt service
59.32payments needed on bonds previously issued and shall estimate the amount of debt service
59.33payments that will be needed on the bonds scheduled to be sold. The commissioner shall

64.27cities, towns, or school districts. The grant applicants must have entered into a joint
64.28powers agreement and formed a joint powers board under section 471.59 to govern the
64.29facilities. The joint powers board must approve the application by resolution.
64.30(b) The grant application must demonstrate that acquisition, construction, or
64.31renovation of the cooperative facilities will improve the delivery of services by the
64.32grant applicants and will generate savings to the applicants in operating their buildings
64.33and programs.
64.34(c) The commissioner shall prescribe and provide the application form. The
64.35application must include at least the following information:
65.1(1) identification of the facilities;
65.2(2) a plan for the facilities;
65.3(3) a description of how the facilities will improve the delivery of governmental
65.4services by the applicants;
65.5(4) a detailed estimate, along with necessary supporting evidence, of the total costs
65.6for the facilities;
65.7(5) an estimate of the dates when the facilities for which the grant is requested will
65.8be contracted for and completed;
65.9(6) a detailed estimate, along with necessary supporting evidence, of the savings in
65.10operating costs of buildings and programs that the project will generate;
65.11(7) the manner in which the applicants will meet the local match requirement; and
65.12(8) any additional information or material the commissioner prescribes.
65.13    Subd. 5. Priority. The commissioner, in consultation with the commissioner of
65.14management and budget and the commissioners of other state departments, as appropriate,
65.15shall give priority to projects that demonstrate a significant increase in cooperation as
65.16measured by one or more of the following criteria:
65.17(1) improved quality, access, transparency, or level of service to citizens;
65.18(2) fundamental change in the organization of service delivery;
65.19(3) substantial savings in operating costs; or
65.20(4) positive return on investment over the life of the facility.
65.21    Subd. 6. Geographic distribution. At least half the money provided as grants each
65.22fiscal biennium must be for projects located outside the seven-county metropolitan area, as
65.23defined in section 473.121, subdivision 2.

65.24    Sec. 30. Minnesota Statutes 2008, section 240A.09, is amended to read:
65.25240A.09 PLAN DEVELOPMENT; CRITERIA.
65.26The Minnesota Amateur Sports Commission shall develop a plan to promote the
65.27development of proposals for new statewide public ice facilities including proposals for
65.28ice centers and matching grants based on the criteria in this section.
65.29(a) For ice center proposals, the commission will give priority to proposals that
65.30come from more than one local government unit. Institutions of higher education are not
65.31eligible to receive a grant.
65.32(b) In the metropolitan area as defined in section 473.121, subdivision 2, the
65.33commission is encouraged to give priority to the following proposals:
65.34(1) proposals for construction of two or more ice sheets in a single new facility;
65.35(2) proposals for construction of an additional sheet of ice at an existing ice center;
66.1(3) proposals for construction of a new, single sheet of ice as part of a sports complex
66.2with multiple sports facilities; and
66.3(4) proposals for construction of a new, single sheet of ice that will be expanded to a
66.4two-sheet facility in the future.
66.5(c) The commission shall administer a site selection process for the ice centers. The
66.6commission shall invite proposals from cities or counties or consortia of cities. A proposal
66.7for an ice center must include matching contributions including in-kind contributions of
66.8land, access roadways and access roadway improvements, and necessary utility services,
66.9landscaping, and parking.
66.10(d) Proposals for ice centers and matching grants must provide for meeting the
66.11demand for ice time for female groups by offering up to 50 percent of prime ice time, as
66.12needed, to female groups. For purposes of this section, prime ice time means the hours
66.13of 4:00 p.m. to 10:00 p.m. Monday to Friday and 9:00 a.m. to 8:00 p.m. on Saturdays
66.14and Sundays.
66.15(e) The location for all proposed facilities must be in areas of maximum
66.16demonstrated interest and must maximize accessibility to an arterial highway.
66.17(f) To the extent possible, all proposed facilities must be dispersed equitably, must
66.18be located to maximize potential for full utilization and profitable operation, and must
66.19accommodate noncompetitive family and community skating for all ages.
66.20(g) The commission may also use the money to upgrade current facilities, purchase
66.21girls' ice time, or conduct amateur women's hockey and other ice sport tournaments.
66.22(h) To the extent possible, 50 percent of all grants must be awarded to communities
66.23in greater Minnesota.
66.24(i) To the extent possible, technical assistance shall be provided to Minnesota
66.25communities by the commission on ice arena planning, design, and operation, including
66.26the marketing of ice time.
66.27(j) A grant for new facilities may not exceed $250,000 $500,000.
66.28(k) The commission may make grants for rehabilitation and renovation. A
66.29rehabilitation or renovation grant may not exceed $100,000 $250,000. Priority must be
66.30given to grant applications for indoor air quality improvements, including zero emission
66.31ice resurfacing equipment.
66.32(l) Grant money may be used for ice centers designed for sports other than hockey.
66.33(m) Grant money may be used to upgrade existing facilities to comply with the
66.34bleacher safety requirements of section 326B.112.

66.35    Sec. 31. Laws 2005, chapter 20, article 1, section 19, subdivision 4, is amended to read:
